New INPS incentives under the Cohesion Decree for employers hiring under 35s and disadvantaged women
Who is eligible for the incentives?
The Cohesion Decree (Decree Law No. 60/2024) introduced two contribution reliefs for permanent employment: the youth bonus and the women’s bonus.
- Up to €500/month for each eligible worker hired.
- Up to €650/month for hires in the Southern Economic Special Zone (ZES) or for eligible women.
Requirements
To access the youth bonus, the employee must:
- Be under 35 years old at hiring date;
- Never had a permanent contract before.
For the women’s bonus, the candidate must meet at least one of the following:
- Unemployed for at least 24 months (any region);
- Unemployed for at least 6 months and resident in ZES regions;
- Employed in a sector with high gender inequality.
How to apply online
Employers can submit the application via the INPS Portal of Benefits (ex DiResCo) by selecting “Incentivi decreto Coesione”.
The form requires:
- Company and employee details;
- Whether the contract is already in place or planned;
- Gross salary and working hours;
- INPS contribution rate;
- Confirmation of eligibility conditions.
