A new foundation for workplace safety training
It’s official: the State-Regions Agreement on health and safety training at work has been published in the Italian Official Gazette on May 24, 2025. Originally approved on April 17, the Agreement updates Article 37 of Legislative Decree 81/2008.
The Assidal (Italian Employers Association for Work Activities) welcomed the news, calling it “a long-awaited step forward in improving occupational safety training systems”.
One standard for all roles: employees, supervisors, managers and employers
One of the most important changes is the standardization of minimum duration and content for all corporate roles: from employees to supervisors, from managers to employers, and including Rspp and Aspp (safety and prevention officers).
This replaces the fragmented rules from 2011, 2012 and 2016, simplifying and improving access and delivery of mandatory training.
Updates every five years and KPIs to assess effectiveness
The new rules introduce a mandatory six-hour training update every five years for every role.
Moreover, effectiveness assessment won’t rely on tests alone anymore: it will be based on Key Performance Indicators (KPIs), offering a more realistic way to measure learning.
Another important innovation? The inclusion of specific training for confined spaces, previously left out.
