Investigation into fake diploma mills

The operation led by the Finance Police of Rome, in collaboration with the Velletri Public Prosecutor’s Office, uncovered a criminal network issuing fake healthcare assistant diplomas and certifications in first aid and workplace safety. These qualifications were granted without providing the mandatory training courses and internships, causing financial damage to both private individuals and the Lazio Region.

How the organization operated

Thanks to reports from the Lazio Region and complaints from numerous citizens, investigators pieced together how the fraudulent scheme worked. Over 160 individuals from across Italy received false certifications. One notable case involved a person under house arrest in Tuscany who, on paper, was attending in-person classes.

The group obtained public funding under the Employment Guarantee Program (G.O.L.), financed by the National Recovery and Resilience Plan (P.N.R.R.). As a result, the Velletri investigating judge ordered the preventive seizure of €120,000, equivalent to the funds granted to the implicated companies.

Financial police efforts

This intervention is part of a broader agreement between the Ministry of Education and Merit and the Finance Police, emphasizing efforts to combat economic and financial fraud and uphold legality. Although the criminal proceedings are still in the preliminary investigation phase, those found guilty face severe penalties.
