Healthcare: more funds, but concrete measures for doctors and nurses are needed

Despite increased funding for the National Health Service, effective proposals to improve doctors’ and nurses’ working conditions are still lacking.

Significant investments, but structural reforms are essential

The Italian government has approved the allocation of over €134 billion for the National Health Fund in 2024, marking a €5.14 billion increase from 2023. This represents a vital step toward strengthening the National Health Service (NHS). Additional increases of €2.5 billion and €4 billion are planned for 2025 and 2026, respectively.

Southern and central regions will receive targeted increases, totaling €456 million for 2023-2024. The new allocation criteria account for mortality rates under 75 and specific territorial needs, ensuring a more tailored distribution of resources.

Focus on healthcare workers’ conditions

Despite financial support, doctors and nurses continue to face challenging working conditions. Allocated funds include:

  • €500 million for exclusivity allowances for medical, veterinary, and health executives.
  • €335 million for nursing-specific allowances.
  • Nearly €300 million for emergency room allowances.

However, according to Unimpresa, these measures, while substantial, fail to comprehensively address the issues surrounding working conditions and psychological well-being.

To improve healthcare quality, structural interventions are critical, such as:

  • Legal protection and insurance for specialists in high-risk fields.
  • Economic incentives to attract young doctors to critical specialties.
  • Mentorship programs and targeted scholarships to encourage specialization in key areas.

Tackling shortages and addressing emerging needs

Beyond supporting healthcare personnel, the government has allocated funds to reduce waiting lists, increasing hourly rates for additional services and dedicating a higher percentage of the National Health Fund to this purpose.

Key allocations include:

  • €25 million for the National Rare Diseases Plan.
  • €40 million to combat antimicrobial resistance.
  • €328.3 million to enhance territorial healthcare in line with the NRRP.
  • €12 million for psychological support bonuses.

Collaboration is key

«To ensure effective use of these resources and truly improve the healthcare system, close cooperation between institutions and healthcare professionals is crucial,» says Marco Massarenti, National Councilor of Unimpresa. Only through a shared strategy can quality healthcare be guaranteed while valuing the critical contributions of doctors and nurses.
