Ernesto Maria Ruffini, director of Italy’s Revenue Agency, has announced his resignation in an interview with Corriere della Sera. Ruffini stated that his decision is “the only way to remain true to myself.” Expressing disappointment, he criticized the public’s distorted perception of his role, noting that fighting tax evasion has been unfairly framed as an ideological stance: “My position has been caricatured, as though it were something to be ashamed of.”
This decision marks a turning point for Italy’s tax system, already criticized for its impact on citizens and businesses.
Unimpresa: “We need a tax system closer to businesses”
Paolo Longobardi, honorary president of Unimpresa, commented on Ruffini’s departure, calling for a radical shift: “Ruffini’s tenure was characterized by a bureaucratic approach, out of touch with Italy’s productive reality, penalizing small businesses while leaving major tax evaders unchecked. It’s time to build a fair and simplified tax system.”
Longobardi emphasized that the next director must foster dialogue with Italy’s productive sector, focusing on proportionality and simplification. “The tax system must become a development tool, not an obstacle to growth,” he concluded.

With Ruffini’s resignation, the Government has the chance to reshape the relationship between the State and taxpayers. A transparent, inclusive, and proportionate tax system will not only restore public trust but also act as a driver of economic growth.
