The upcoming 2026 budget law could be remembered as the one that turned the page: not just economic growth, but also social growth. That’s the vision Unimpresa is asking the government to embrace.

Tax incentives for companies hiring the marginalized

The main proposal is directed at small and medium-sized enterprises (SMEs). Those who hire homeless peoplelong-term unemployed or youth coming out of shelters should benefit from up to 70% tax relief on labor costs for the first two years, training grants, and priority in public tenders.

Support for associations helping street children

Unimpresa also calls for tax exemptions100% tax credits for food, housing and education costs, and easier access to EU funds for associations working with street children.

Help for single young mothers

Enterprises employing young single mothers would receive hiring bonusessocial security contribution relief for company nurseries or agreements with local childcare facilities, and public vouchers for training and reintegration.

Not charity, but smart investment

«Every person taken off the street is a cost saved for the State and a resource gained for the community», said Marco Salustri, Unimpresa’s national councilor. The proposal is not about charity, but about a smart investment that generates both economic and social value.
